I must be reading this problem different than the rest of you, because here is the way I see it, and after talking it over with my daughter, Donna, and my husband, Larry, we are in agreement with each other on this answer. The problem reads.

Regular Price of the table is $200.00
The 20% has already been taken off the regular price leaving your cost at $160.00.
Hint: The first line is saying it (IS) already marked down.
